What has the panel recommended

The Parliamentary Standing Committee on Education, Women, Children, Youth and Sports has asked district administrations to withhold permission for rallies, processions and other public gatherings on days of crucial competitive examinations. The aim is to reduce traffic and law-and-order problems that could affect candidates.

The proposal would require an amendment to the Public Examinations (Prevention of Unfair Means) Act, 2024. This is a recommendation from the panel, not a rule that has already been put into effect.

Could late candidates be allowed inside

The panel has suggested a mechanism for candidates who reach an examination centre late for genuine reasons. Under the proposal, they could enter after signing an undertaking about the late arrival.

Such candidates would be allowed to write the examination only for the time remaining. The committee has specifically said that no additional time should be given.

Separate time for checking formalities

The committee also raised concerns about invigilators carrying out signing and checking work during the examination. It said these activities can disturb students who are working under time pressure.

The panel has proposed a separate 15-minute window before or after the test for these formalities. The recommendation follows concerns linked to the functioning of the National Testing Agency and the NEET paper leak controversy.

What you should do now

  1. Reach the examination centre in advance, as NTA advisories have already asked candidates to do.
  2. Make travel arrangements early if a rally, procession or other public event is planned on the examination day.
  3. Follow the instructions issued for your examination and check any official advisory before travelling to the centre.
  4. Do not assume that late entry or extra time is currently guaranteed, because the panel's proposals still require action.

The panel has suggested allowing entry after the candidate signs an undertaking recording the late arrival. The candidate would get only the remaining examination time, with no extra time.

What is the proposed 15-minute window for?

It would be used for signing and checking formalities before or after the examination, instead of carrying out those activities during the test.

Why did the panel recommend these NTA reforms?

The report followed concerns about the NTA, including the NEET paper leak controversy and alleged administrative lapses. The committee also considered problems involving traffic, late arrival and examination-centre formalities.
